You see, Mayor Tyler (Culp) is up for re-election and trying to deflect the bad publicity of a city commissioner gone corrupt. After witnessing a group of protestors getting a good zing off at the mayor in public, Jimmy decides to run with the idea. Screwing his beret on tight (that's how you know he's arty) Jimmy starts a spree of stunts, signing each one Turk 182 – his brother's nickname and badge number.
