In a most technical sense, I believe you need to pay/get permission for any use of copyrighted material. However, where the Fair Usage Act comes in, I am not sure.
If you make money from your site in any way, it would be cause for concern, but if not, it's doubtful anyone would care.
However, just to be clear, you would never ever do this for a client project. That all needs clearance and rights negotiation.
