Style follows content, if it doesn't then that's why it's questioned.
Design isn't just a visual thing either, your boss is probably trying to get you to 'think' how to design the project at hand, how to make the content work, how to present the information, give something to the user/viewer ...etc.
Don't think you can apply style, that's not design. That's just lazy and missing the point.
