i think as a business, you also get to deduct 100% of any healthcare coverage you provide to yourself. I think individuals can't do that (it might have changed in the last several years).
either way, just start out as the sole proprietorship. it's easy and cheap.
one other thing to consider is that you can use your real name as your business name for a sole proprietorship but if you use a fictitious name, then you will have to register it and that is done with the state, not the local government.
