I prefer What.cd right now. I like Waffles.fm as well, but I think they have more organizing to do. Like how they said they would send invites out to the people who had Oink accounts. They should've been more realistic about that and actually put up a note regarding how they would never get around to it within a few weeks.
However, both are just starting out and have lots of issues to deal with. I search both sites when I'm looking for more rare things, and sometimes What.cd will have the file and Waffles won't, and sometimes Waffles.fm will have it and What.cd won't. It all depends.
