some traditional animation experience from school or whever can really help make some of that stuff look really good while conserving file size.
I did a project with eric stephani who did a feature length animated film called chicks and hicks. Working on that helped my understanding on animation ... period.
Id say pick up some traditional animation resources and also look up toon boom or whatever that software is that makes syncing up mouth movements and talking a lot easier.
