it doesn't mention if she as wearing underwear, that could have been the 'revealing nature' of the outfit.

there you go, they mention a bra but no panties - she was commando and that was deemed too revealing.
Maybe they were worried about terrorism and that someone could have snook a snuke up her snizz.
