"Fair" is fully dependent on your experience and past sucess' doing exactly what you are offering. Just don't charge less than $50 / hour, thats the minimum "Fair" amount in my book, unless the project has serious intrinsic value or you are best pals, which you said you are not, removed twice right?
Factor in your utility bills, your rent (for home or studio, wherever you do this), the paper you are going to use printing out comps, the ink in the printer etc, you have to take care of those things too.
