To me it seems like he's beating the floor to control him or to get his attention.
It's ... well I don't know... to be honest I don't think any police officer in the world would beat the crap out of a defenceless person. It could happen in a war zone, in an embassy, but in Vancouver?

I think this episode was an accident no doubt. But exceeding use of force was also present.
