Waffles.fm and What.cd are both spinoffs of Oink, which was one of the biggest music sharing sites ever. However, these sites are not affiliated with each other. Some admins from Oink are at What.cd now.
Waffles.fm is allowed anyone with proof that they were on Oink to join up, but there are a whole bunch of rules around that, like how you have to send them a screenshot of your invite email, etc. to an email they specify. They have around 7000+ emails to get through, so invites will take a while to get around.
