Do they expect all terrorists to be wearing black headgear and waving their requisite Ak-47's in the air like that implying the "Hey! Here I am! Shoot me with your Predator drones, infidel!!" message? I'm totally unclear on the concept, althought I am certain that someone in the bowels of government looked at that and said something about "Thinking outside the box" and some sort of high fiving orgy ensued.
Or I'd like to imagine that..
