The flood aren't suppose to be intelligent. They're essentially zombies. They try to overwhelm you with there numbers. As they are controlled by a hive mind they have no regard for the self and will continue you to hurl themselves at any threat until it has been vanquished.
I thought the campaign was great, it was short and sweet and to the point. It's the only game I've played through more than once in less then a week.
I'm a huge FPS fan and I find allot over stay their welcome. Even BioShock which was a great game was a touch too long.
