If you found it in the public record, I am fairly certain that you are not breaking any law by contacting them. So I say just contact them - if they ask you how you fouind their information, tell them that company Y does not value their privacy and your company would do a much batter job of keeping their info safe.
Everybody wins.
And, it wouldn't hurt to throw in a vespa with vibrating anal beads attached to the seat.
