It's going to come down to what type of camera you have a bit.
If you want to freeze motion you are going to have to use the highest ISO you feel is acceptable in terms of noise and even use a flash if you are shooting people. You will also need to set your camera to aperture priority and select a very wide aperture like f2.8/f3.5/f4 etc to gain maximum shutter speed.
I dont try and fight the lack of light and prefer to let moving objects blur. If you dont take a tripod find bins, rails and benches etc to rest the camera on and hold it tightly to the surface before firing the shots.
I have also been experimenting with red cellophane over the flash to give different effects.
If you are going to shoot a city scape dont wait until its pitch black, shoot when the sky is dark blue so that the sky pops bright blue over a long exposure, leaving you with more details.
