Call the cops straight away.
I had this same situation (with screaming and domestic violence thrown in). I called the apartment manager 3 times over months. Then one night I went down and calmly explained we needed our sleep. He attacked me straight away so I defended myself. His Wife called the cops and when they arrived he was covered in blood and I was fine. I was left with his dental bill and a GBH charge.
It took a night in a cell, 3 court visits and year of my life to clear it up (it was eventually thrown out). The cops said there was no evidence there was an on-going problem as I never called them.
Call the cops every time.
