    When you draw with the pen tool in PS you're creating a shape layer which is essentially a solid color layer with a vector mask. You'll notice that the color corresponds to the box on the layer in the layer palette. This is what the fill opacity slider is for. Select the layer and set the fill opacity to 0. The layer will disappear. Now you want to add the Stroke layer effect. This will create a stroke around your entire layer though so even if the path is open you'll still have the closing line. The way around that is to draw a selection with the lasso or marquee tool and create a layer mask that hides the offending line. Then go into the blending mode of the layer and choose the "Layer mask hides effects" option. Not pretty but it will make it work and still be somewhat editable. Stroke path is a one time permanent thing that doesn't respond to edits so I don't use that option.
