The first one is far better and is reminiscent of something actually having to do with the city of Chicago. The official logo is just a 6 pointed star and some gradients, I get no sense of that having anything to do with Chicago. It's nice, but it could just as easily be a logo for GloboCom, InterSoft or any other generic and faceless company logo.
