    That's just the cost of doing business. You should always add 20+% extra onto whatever you estimate the cost of a project to be, this padding will take care of things like proposals, projects going slightly over time etc...

    If you feel you are quoting to much without winning work than you should just say no next time. If after 10 project quotes you still haven't won his business either he believes your prices are too high or maybe he just has to report a certain number of quotes to his boss, whatever the reason if you have a good relationship them talk to them about it
