since earthlink gives random ip's unless you're paying for a static one), you'll want to sign up for a dynamic dns.
Basically it's an app that runs locally and updates the address to a domain name to point to you regardless of your ip.
check out http://www.dyndns.org There's a couple other one's out there as well.
Other than that, just find a tutorial for setting up a web server on whatever OS you're running. There's plenty out there.
