    Yes they can. Congress has total constitutional authority to fund any military operation. Cut the goddamn purse strings. You vote to defund the war. If it gets blocled by the dipshit Republicans in congress, then you bring it again. And again. And again.

    If it passes COngress and Bush vetoes, you impeach the fucker.

    And the public would realize whose blocking it it.

    This isn't hard if we weren't ruled by short sighted pussies.
