    yes, the rules are changing just little bit coming up.

    basically, #1 will read:
    "do you or anyone you have a blood relationship to, have/had any skin color other than white? Additionally, is any member of your family ever had english NOT be their first language..... ever?"

    If yes, turn in your form and put your hands on your head.

    If no, please continue.... you still have a 1 in 1000000000000000 chance of getting a visa.
