    1) find out who the true 'stake holders' are...not their minions...
    2) get an accurate list of what the deliverables are
    3) with list in hand, find out what the media buys are, billboards? what size....magazine ads?...which magazines....invites?..what size....

    if these are up to you, get quotes on everything and go with whats within the estimated budget....govs have money so don't be shy..

    steer clear of the 'organizers' as much as possible and deal strictly with the top dogs...the organizers tend to be minions that think highly of themselves but have no true signing power or authority...deal only with those that do...anything else is a waste of your time....

    other than that, sit tight, do the work and bill a lot :)
