I use and have used http://www.gate.com for years.
Friday Jams gets a lot of traffic and I never ever have problems. It is cheap, tons of space, SQL and all that shit besides ruby on rails, I don't use that piss anyway. we are talking like $25 a quarter, I never understood why people would pay triple for the same service.
