The whole report is stupid isnt it? A bomb that did this wouldn't be 'turning people gay', it would be affecting their immediate behaviour in a way that needs a better description than that.
And if researchers are asked to brainstorm on all sorts of non-lethal weapons, they would not be doing their job if they didn't propose all types of behaviour-altering weapons.. the decisions of what to do with results of a brainstorming session is another thing... publishing them is usually not one of the recommended things.
