in what we think of as "the old west days", the US government formed a small militia to eliminate opium dens.
once the opium dens had been shut down, in order to keep the men working, the government made a law making marijuana illegal, thus giving the militia men work.
not sure of the details anymore, i read that in a law journal years ago. interesting stuff for sure.
