According to the Heroes wiki (which I am reading now, thanks to Eddie, heh), Sylar's power is intuitive aptitude, which is "the ability to analyze complex systems and intuitively understand how they work without special education or training."
I think Sylar has been more powerful and more understanding of his ability compared to Peter for the entire season so far. However, I think Peter really has the advantage now since he seems to have a better grasp on his abilities. Also, while we don't know all of Sylar's collected powers, I think Peter has acquired stronger and more useful powers. Can't Peter acquire Sylar's abilities?
Anyway, it's hard to say who would win right now, but I think ultimately Peter would win. If Sylar doesn't kill him first ;)
