The idea of basing a price on the size of a business and the budget they're working with seems to be a reasonable way to go about things.
Though I suppose it's not exactly professional to be like "so, how much money you got to give me anyway?". I guess you really just have to judge for yourself what financial position the client is in based on the information they give you. Could be a little difficult in some cases?
