does it have to be a LAMP solution? if so, the 2 you suggest are very similar, actually one is the result of 1/2 the core dev. team pulling away and starting their own (Joomla) due to dev. methodology differences.
to consider another, Drupal has a very prolific community and many modules you can impliment, and, ideally contribute back to.
i am not sure what you mean by 'fairly complex' as this is pretty relative term, but if you are going across multiple data stores, remote cacheing, permissions needed, etc- you may want to consider a bigger breed in http://plone.org
