yes, it's simple. drag the tracks into itunes, under preferences>advanced>importing select mp3 and the desired bitrate.
then, select the tunes in the library and control-click them, select "convert to mp3"
now, this is all assuming they are m4a, which is unprotected aac, if they are in fact m4p (itunes protected aac) then it won't work.
