I have absolutely no idea.
Pittsburgh is also the #2 city, after New Orleans to have its population leave since 2000.
And they had a Hurricane, haha.
I think it just means that Pittsburgh is pretty average in all areas, and does not really excel in anything but since it is so well rounded that it is the most livable place.
Which still does not make sense, haha.
Pittsburgh is pretty dope.
I like it.

When it is not snowing or raining, which is almost never, as Pittsburgh is also the rainiest city in America beating Seattle the past few years, haha.
