    it's done in AE. there was a similar questions posted earlier today, and the solution would be similar - mosaic the video(say 10x10 gid) and then create a mask with circles spaced out at 10x10 with a diameter that's the same as a square on the grid.

    i'm sure you could also find a plugin or something - didn't praystation do something with this a while back?
