ummm... a Sommelier is someone who suggests a wine to go with the meal normally, different then the server. Normally, you call them over, they might come over if they see you looking at the wine list, etc. They will bring the wine and do that little 'is it ok dance'... you know, show you the bottle (you should handle it to check temp), open the bottle and present the cork (you're looking for mold or oddities), pour a little in a glass for you to taste that it's not bad, not that you don't like it.
That is what you tip on, and if they have a sommelier then they are a finer establishment.
