Ya, people with just Acrobat Reader can't save the PDF, but there are ways to have the DATA emailed back from the form itself. I'm too tired to dig up the link, but look for the Acrobat Javascript reference - it's a 400+ page document outlining all the functions you can code in. I've made a number of PDF forms at work, and it's sketchy, but you can do it.
Or bite the bullet and use Word...
