Apparently there are random spots where Google has zoomed in. I'm not sure how people are finding them. What you do is zoom in all the way and then hit the link to that page. That will produce a new URL and 1 of the parameters is a "z". If it's at say 19 just type in 20,21, 22 etc and you'll know if you can zoom in more.
I tried it on ground zero and you could go 1 more deep.
