  well, instead of dragging, you can use the shortcut.

  Ctrl + Shift + ]
  which will take it to the absolute top of the set

  or

  Ctrl + ]
  which will move the selected layer up one layer.

  (naturally we substitue Ctrl for Apple/Command when on a MAC)

  shortcuts make me hot. =)
