I agree, "qualify" is the wrong term for asking about a degree.

a lack of education is exactly the reason why most web design and development is terrible design wise, and structure wise. so many cats out there that think that learning a program makes them a web designer... don't realize that the program is only a tool and its limitations are restrictive, not liberating.
Just my 2 cents.
