anyway, up until 1914, every american was free to ingest any substance they wanted
caffeine was almost made illegal over cocaine, but due to racism in the south, cocaine was made illegal because "black offenders" could withstand the .32 slug ignoring the pain, it was thought the only way to stop a "black man on coke" was with a .45. Sad but true.
