From what I've seen after living here for a couple of years I would say that there is a strong graphic design comunity with a healthy amount of work. I myself am a photographer who works at a very large pro lab - so I'm not an expert.
Frozen water? Do you mean the ocean? No the ocean is not frozen. Surfing in town is okay - but the real waves are caught on the Island (Vancouver Island)
