It all depends on their budget and if you want to do it for what their willing to pay. I hate to say it, but freelance work has adjustable pay scales. If they have money and you sell it good, charge 100/hr if they are small and don't have a lot. Go 50/hr. But I don't think less then 50/hr is worth it. PHP is programming and if clients want something custom written they know its a bit more expensive. Just pick your minimum and go up from their is my best advice.
