Formal = Dress pants, and dress shirts?
If so then yes formal, haha. That's probably why all the pictures you've seen of me outside of work I'm in an inside out t-shirt.
Most people in my department kind of look like slobs, but I go the extra step and wear ties like two times a week, and french cuffed shirts with funny cuff links to ... what else ... stand out, haha.
Plus, I'm an avid believer of 'Dress for the job you want, not the job you have.'
(Also ... don't tell anyone ... but I like dressing like this, haha.)
