In Somalia, local warlords and the Ethiopian government have used the terrorist card to justify violent pursuit of political and strategic goals and to exclude or eliminate their political enemies. With Islamism now the dominant (but to the west unacceptable) political force in Somalia, the war on terror makes peaceful resolution of the two decade old Somali crisis even more difficult to achieve.
