i can offer some pretty detailed advice on the subject, but you will need to lay out more details of several things before i/we can help explicitly.

i work exclusively with "FREE" CMSs and one in particular. i have been a very active member in several open source communities over the years so would love to help.

    - what DSL's are you or your developer comfortable and /or fluent in?

    - what data model will you employ for the sql database? are you looking to use a mySql one specifically, or do you just know that brand and are using it here to describe the datastore?

    - do you have a discovery outlining any sort of workflow or permissions for particular administrators of the site, or will there be one 'dragon master' so to speak?

    - are you limited in any way by hosting environment to what technologies or servers you can be running and their processor cycles?

    - what are you looking to fully 'control' w/ the CMS? ie- you want to not only be able to upload movies (file type?) but also assign search parameters, content associated, titles, descriptions, etc?

    - are you looking for the CMS to contol the entire site, or particular portions?

    - what are the front-end display design requirements of the site?

these are just a couple off the top of my head, but like looking for a "NSA, SWF for the night"; more you give, more we give. ;)

    hope that helps....
