james comp > library> fonts will only be available when you're logged in to that account
hard drive > library > fonts will be available to all users that log in
if your font needs are fairly simple, ie, you don't have millions of them that you're turning on/off and sorting, searching and such, you can use fontbook, which is already installed with the OS
