sorry to come up with a 'non answer', but in my experience of clients that just want a 'simple' cms, by the time you've got something off the shelf, got your head around the installation, and dug into the code enough to make it customizable for the client needs, then actually bolted it on, and fiddled around enough to get it working, it takes far more time than just knocking together a few mysql tables, and some administering php logic pages that u know the entire workings of..
At the other end of the scale, an ongoing project I've got involves a CMS that is at least as complex as any that come packaged, and althought obviously I would build it differently were I to do it again, its something I know intimately, have learned a great deal from, and is on-goingly perfect for the client..

The only time I really use anything like that off the shelf, free or otherwise is for forums, where you can spend your time tweaking and skinning, or oscomm. or zencart where you're actually going to be using all the complexity there to make the area under the learning curve profitable for you..
Sorry, as I say, for it being a non-answer in the sense you wanted, but if you're going to be doing this kinda thing on a longterm basis, a nice thick php/mysql type book sat just to hand, well-thumbed, read in the toilet, on the train, in the garden, if need be, is by far the most valuable use of your time..imho..
Oh dear, I didnt mean to talk about myself that much, just using my experience to highlight what I meant..
