to answer more personally mjbauer: I believe the creative spirit we all possess should be viewed as a process. As designers and artists we are constantly changing, maturing, gaining experience, and creating new forms.
Due to a combination of skill and talent most designer often find themselves in stages - sometimes we're in complete execution mode, other times freelance work can dry up or one can find themselves unemployed.
If you or someone is finding themselves "less creative" then attempt to attack the skill aspect, learn a new program, work on your resume, search for gigs then you'll be forced to get back into execution mode.
Having a good friend who is bi-polar I understand what your post is stating. Often times people who get their mental issues in order have to become familiar with a whole new self, a stabilized self.
