18-55 EF-S isn't considered a very good lens, although it is usable.
Of cheap zooms, the Tamron 70-300 LD is quite good. Mind that most universal zooms, ie. 28-200's are shitty - you just can't have it all. It's always a range/quality/aperture tradeoff game.
