I'm not sure I'm following, UU (my poor English) - why translations shoule be paid for by interested parties? Because people should pay their bills, rather than dumping them on taxpayers?
I am an immigrant and my view is, my new country doesn't owe me anything, I have been granted a privilege. If I don't learn the language, it is my fault that I don't understand what they say to me in the tax office. It's nice to have leaflets and forms in my own language, but it shouldn't lead to absurdities like Spanish being an official language in California.
