There are a lot of small hotel in Paris. In general, people use hotel of the suburd.
If you want, I have a client, this is an hotel 4* just inside the Champs-Elysees Avenue but it's very expensive :p, sorry I'm kidding...
You could try to contact your embassy or touristic center to recup a list of hotel for low price ;)
