    If you don't specify it and you are working in one FLA, it's always in _root or level 0. If you load another SWF in, you can specify whatever level you want to load it in using loadMovieNum("swfName.swf", levelNumber);

    or instead of using levels you can load it into movieclips, ie. myMovieClip.loadMovie("swfName.s... That movieclip can be empty or have something in it. You can even load it into level0 which would replace the main timeline.
