Lying? Umm...no. If a cop pulls you over (in America) for say speeding and its not criminal they have no right to ask you step out of your car or search your car. I know my rights, you don't have to step out of you car unless the cop has probable cause to make you get out of the car. The cop asks you step out of your car to see if you will forgo your rights, then he has authority to search your car and search you.
